I. PURPOSE

The Student Success Committee of Motlow State Community College (Motlow State) is a standing advisory and appellate body within the Division of Student Affairs.  

The Committee supports the mission of Motlow State by the following: 

  1. Reviewing the programs, services, and functions of the Student Success Division to ensure alignment with institutional goals and student success outcomes; and 
  2. Serving as the appellate body for student organizations that have been placed on probation, suspension, or whose registration has been withdrawn by the Dean of Students pursuant to Motlow State Policy 3:00:00:11 and TBR Policy 3.01.01.00.  

II. Duties

The duties of this committee are: 

  1. Division Review Functions 
    1. To review and provide recommendations on the programs, services, and initiatives of the Student Success Division on an annual basis; 
    2. To assess the effectiveness of student life policies and procedures and recommend revisions as appropriate, consistent with TBR Policy 3.03.00.00; 
    3. To advise the Executive Vice President for Student Success on matters related to student engagement, co-curricular programming, and student support services; 
    4. To review and make recommendations regarding the allocation and stewardship of resources supporting student life and co-curricular activities; and 
  2. Appellate Functions 
  1. To hear appeals submitted by student organizations that have been placed on probation, suspended, or whose registration has been withdrawn by the Dean of Students pursuant to Motlow State Policy 3:00:00:11; 
  2. To review all relevant documentation submitted by the appealing organization and the Dean of Students prior to conducting a hearing; 
  3. To conduct appellate hearings in a manner consistent with due process principles and institutional policy; 
  4. To render a written decision on each appeal within ten (10) business days of the conclusion of the hearing; and 
  5. To forward all appellate decisions to the Executive Vice President for Student Success for final administrative review and action. 

II. APPELLATE GUIDELINES

  1. A student organization may appeal a decision of probation, suspension, or withdrawal of registration if the organization believes:  
    1. The decision was made in error; 
    2. The sanction imposed is disproportionate to the violation; or 
    3. There exist extenuating circumstances not considered in the original 
  2. Filing an Appeal 
    1. The organization must submit a written appeal to the Dean of Students Office within ten (10) business days of receiving written notice of the disciplinary action. 
    2. The appeal must include: 
      1.  A written statement identifying the grounds for appeal; 
      2.  Any supporting documentation or evidence; and 
      3.  The name and contact information of the organization's designated representative. 
  3. Hearing Process 
    1. The Committee Chair will schedule a hearing within fifteen (15) business days of receipt of a timely appeal. 
    2.  The appealing organization's designated representative may present the organization's case before the Committee. 
    3. The Dean of Students, or designee, will present the basis for the original disciplinary action. 
    4.  Committee members may ask questions of both parties. 
    5. Deliberations will be conducted in closed session. 
  4. Decision 
    1. The Committee's decision shall be by majority vote of members present, provided a quorum exists. 
      1. The Committee may: 
        1.  Uphold the original decision; 
        2. Modify the sanction; or 
        3. Overturn the decision and restore the organization's registration in good standing. 
  5. The written decision shall be provided to the appealing organization and the Dean of Students within ten (10) business days of the hearing. 
  6. The decision of the Committee is final, subject only to review by the Executive Vice President for Student Success in cases involving procedural error. 

IV. MEMBERS

  1. The committee is composed of the following members: 
    1. Two (2) full faculty members at Motlow State (may serve for a period of two consecutive years);  
    2. Two (2) administrative/professional staff persons at Motlow State (may serve for a period of two consecutive years); 
    3. One (1) student representative from each campus (Fayetteville, Moore County, McMinnville, and Smyrna), selected from the student body and members of registered student clubs and organizations on each respective campus, (membership will be upon student active status within Motlow State and may not exceed a period of two consecutive years);  
    4. Two (2) Student Success leadership team members (may serve for a period of two consecutive years); 
    5. Dean of Students (Committee chair, ex officio, votes only in the event of a tie, discrepancy, or if there may be a conflict of interest); 
    6. The Dean of Students’ Administrative Secretary (ex-officio, non-voting). 
  2. MEETINGS

The committee will meet monthly to review programs, services, and functions of the Student Success Division to ensure alignment with institutional goals and student success outcomes.
